Parklet Program

Businesses interested in expanding their outdoor dining or seating options can apply for a parklet permit. Parklets are an affordable way for local businesses to expand their dining and seating capacity, improve visibility and increase customer activity.

The City of Millbrae adopted Parklet Program Guidelines and a Parklet Ordinance, effective January 11, 2024. The parklet guidelines and ordinance outline the requirements for the development, installation, and maintenance of parklets in the public right-of-way. All existing and new parklets are required to submit an application for review and approval of City staff, obtain a parklet encroachment permit, and pay the applicable parklet permit fees.

Millbrae businesses that currently have a parklet are required to obtain and hold an annual parklet permit. To apply for a parklet permit, visit us in person at City Hall, contact the Planning Division staff at 650-259-2341 or email us at planning@ci.millbrae.ca.us


Background and Past Meetings

January 26, 2023 – Economic Vitality Advisory Committee
The Economic Vitality Advisory Committee (EVAC) members reviewed and provided input on the draft parklet program.

February 28, 2023 – City Council Meeting
City Council provided direction and feedback regarding the development of a long-term parklet program for outdoor dining in the public-right-of-way. 

June 8, 2023 – Economic Vitality Advisory Committee
A draft of the parklet program guidelines was presented to the Economic Vitality Advisory Committee for review and discussion.

July 17, 2023 – Planning Commission Meeting
The Planning Commission held a study session to review and provide input on the draft parklet program guidelines.

September 13, 2023 – Public Outreach Meeting for Businesses and Residents 
 
The City of Millbrae conducted an outreach meeting for local businesses and residents to provide an update on the parklet program guidelines and receive feedback from the community.
 
September 26, 2023 – City Council Meeting
The City Council held a study session to provide comments on the parklet program guidelines and directed staff to draft a parklet ordinance. 

November 28, 2023 – City Council Meeting
The City Council waived the first reading and introduced an ordinance for the installation and maintenance of parklets in the public right-of-way, adopted a resolution implementing the parklet program guidelines, and directed staff to return with an annual parklet use of space fee.

December 12, 2023 – City Council Meeting
The City Council adopted the parklet ordinance and approved a resolution setting the parklet permit fee.
