Active Transportation Plan
Plan Overview
The Active Transportation Plan (PDF) was approved by the City Council on October 12, 2021. The Plan is intended to achieve the mobility, environmental, and health benefits of bicycling and walking, from both a recreation and transportation standpoint, that Millbrae and other cities recognize are important to a thriving 21st-century city.
The Plan's multiple elements address the city's existing bicycle and pedestrian conditions, the City's needs, goals, and policies to support a robust and comfortable active transportation network, additional recommendations at key locations, and implementation strategies for the proposed Plan.
The Plan includes the development of paths to key bicycle and pedestrian destinations identified by the City of Millbrae, including the Downtown Core, the El Camino Real Commercial Corridor, local and regional transit facilities, and area schools, parks, and recreational trails.
In addition, proposed sidewalk, crosswalk, and bicycle projects listed in the Plan are included as recommendations that would serve to connect neighborhoods and key destinations for bicyclists of all ages and abilities. These include a freeway overcrossing, connections between existing bicycle and pedestrian routes, and safety and comfort upgrades at signalized intersections and crosswalks. The Plan would also include the construction of two new alignments. The two new alignments would go through Lions Park in the northern portion of the city and Josephine Waugh Soroptomist Park in the southern portion of the city.
Adoption of the proposed Plan would set in place a long-term program, concurrent with the City of Millbrae's 2040 General Plan, for the future construction of the projects; however, adoption in itself would not directly involve the construction of such projects. Construction of the proposed Plan would occur primarily on existing public rights-of-way within the city.

- City Council Meeting - October 12, 2021 at 7 pm - The City Council approved the Active Transportation Plan and adopted the Initial Study and Mitigated Negative Declaration.
CEQA Environmental Review Document
The City of Millbrae prepared a Draft Initial Study and Mitigated Negative Declaration (IS-MND) for the Millbrae Active Transportation Plan Project. The Draft IS-MND addresses the potential environmental effects of the proposed project in accordance with the California Environmental Quality Act (CEQA).
The City solicited comments on the Draft IS-MND during the public review period from August 2, 2021 through September 1, 2021. The comment period closed on September 1, 2021 at 5 pm.
The Draft IS-MND is available for review online on the City's website (link below) and at City Hall located at 621 Magnolia Avenue, Millbrae, California 94030, and the Millbrae Library located at 1 Library Avenue, Millbrae, California 94030.

Community Engagement & Public Comments
To be included in the Active Transportation Plan, as well as the larger Millbrae General Plan Update and Downtown and El Camino Real Specific Plan notification list, please view the General Plan Update website and sign up for email notifications. The email notification list will be used to send out notices about upcoming meetings and community workshops, project milestones, and recently-released public documents.
