Application for District 2 and District 4 Council Appointment
On August 22, 2024, the San Mateo County Chief Elections Officer Assessor-County Clerk-Recorder certified the results of the July 23, 2024 Special Election, in which Councilmember Angelina Cahalan of District 2 and Vice Mayor Maurice Goodman of District 4 were recalled.
At the August 27, 2024 City Council meeting, the Council decided to open the application process for District 2 and District 4 City Council vacancies.

For these Council appointments, eligible applicants must be at least 18 years of age and a qualified elector and resident of the City of Millbrae in Council District 2 or District 4, continuously, for at least 30 days by the time of appointment. The application also requires the filing of a Statement of Economic Interest (Form 700).
The application period is August 29 through October 1, 2024 at 5:00 p.m.

The City Council is looking for individuals who want to make a difference in bringing the community together and have a thorough understanding of the issues facing the City of Millbrae. The individuals appointed to the City Council must be able to attend regularly scheduled City Council meetings on the second and fourth Tuesdays of the month at 7:00 p.m. In addition to regular Council business, the selected individuals must be available to actively participate as a Council liaison to numerous external agencies and organizations.
Following the close of the application period, City staff will confirm the eligibility of each applicant. Applicants will be interviewed in an open public meeting at a Special City Council meeting on October 7, 2024, starting at 6:00 p.m., in the City Council Chambers located at City Hall. The City Council may make a decision at the special meeting or may direct staff to place the matter on a future agenda for action.
Decision will be made no later than October 22, 2024.

Under Government Code §36512(b), the City Council has 60 days commencing from August 22, 2024, to consider the following two options to fill the Council District 2 and District 4 vacancies:
a) Appointment: The remaining City Councilmembers may choose to appoint a new member from each district who meets the eligibility requirements to run for elected office;
or
b) Special Election: Call for a special election to be held on March 4, 2025.

Completed applications, with supplemental and FPPC Form 700 Statement of Economic Interests (per Government Code 87200), must be received by the City Clerk’s Office by 5:00 p.m. on October 1, 2024.

A PDF version of the completed application and form 700 may be emailed to the City Clerk at etran@ci.millbrae.ca.us by the deadline with a hard copy mailed or delivered within 24 hours. The email date will suffice to establish meeting the deadline.
