Councilmember Sissy Riley
Sissy Riley was appointed as Millbrae’s District 2 Council member on October 8, 2024, marking a significant milestone as the first Asian American woman immigrant to serve on the Millbrae City Council. With a diverse professional background as a real estate broker, insurance agent, and wealth manager, she is actively involved in several professional organizations, including the National Association of Realtors, California Association of Realtors, San Mateo County Association of Realtors, and the Millbrae Cultural Committee.
Born in China, Sissy was a professional educator with a major in early childhood development and taught hundreds of students. She was Vice-Chairman and General Manager at Jing Li Development Company. When she immigrated to the U.S. in early 1995, she faced the challenges many newcomers encountered, such as learning a new language, adapting to a different culture, building a social network, etc. Through determination and hard work, she built a successful business that supports her family and contributes to the local economy. This journey instilled in her the values of grit, community, and the importance of giving back.
Sissy believes that Millbrae deserves compassionate and experienced leadership that reflects its diverse population. Her entrepreneurial background has equipped her with essential skills in financial management and problem-solving, which she applies to create responsible and equitable policies. This experience has not only honed her ability to analyze complex situations and devise effective solutions, but it has also instilled in her a strong sense of social responsibility. Having experienced both struggles and successes, she is dedicated to ensuring opportunities for all residents, regardless of their background. This commitment drives her to actively engage with communities, listening to their needs and advocating for resources that promote equity.
Her advocacy focuses on supporting small businesses, enhancing services for families with special needs, and fostering an inclusive environment where everyone feels valued. Sissy is also passionate about community service, having volunteered with organizations like the Green Hills Elementary School PTA, Habitat for Humanity, Millbrae community events, San Mateo County Association of Realtors, and Wigs for Kids.
As a Millbrae resident since 1995 and a single mother of a child, Sissy understands what makes Millbrae a great place for families. Her commitment to improving the community is motivated by her desire to create a better future for the next generation.
In her spare time, Sissy enjoys singing, dancing, traveling with her son, hiking in U.S. National Parks, swimming in the lakes, and gardening, where she grows various fruit trees around her house. She also cherishes visiting family and friends in China.
