Sidewalk Maintenance Program

About the Program:

The Sidewalk Maintenance Program is an annual Capital Improvement Project (CIP) program devoted to assessing and repairing tripping hazards within public sidewalks. A tripping hazard is defined as any panel uplift between one-half inch and two inches in height and is caused by several factors such as age, weather, subsurface conditions, or tree roots. The City typically inspects sidewalks on an informal or as-needed basis and will repair sidewalks as part of a large capital improvement project. In 2023, Public Works saw a need to formalize the tracking and implementing these repairs to best allocate staff time and resources.  The Sidewalk Maintenance Program aims to assist homeowners with fees related to repairing their sidewalks. 

Please be aware that this program does not transfer responsibility for sidewalk repairs to the City. The property owner is responsible for assuring that sidewalks adjacent to their properties are properly maintained under both California Streets and Highways Code, Chapter 22, titled "Maintenance of Sidewalks," and Millbrae Municipal Code, Chapter 8.55. This includes the concrete walkway, curb, gutter, and parking strip.

The most common issues are raised sidewalks, curbs, and/or gutters, as well as trimming of weeds and other vegetation obstructing the walkway. Non-pervious surfaces in the parking strip are also an area of concern. If the sidewalk in front of your property is in disrepair or requires replacement, it remains the property owner’s responsibility to address these issues.

For the 2024/25 fiscal year, the City Council appropriated funding for sidewalk maintenance projects, which will target and repair localized tripping hazards with a displacement of ½ inches—2 inches.

Zone Map

The City has been divided into ten (10) distinct residential zones, which have been established to streamline sidewalk assessment and mitigate sidewalk tripping hazards.

The zone map to the right (Figure 1) guides the Sidewalk Maintenance Program, which is designed to proactively identify and address sidewalk-tripping hazards across residential areas. Two zones are selected each year for a focused evaluation and remediation of sidewalk defects, such as cracks, uneven pavement, and surface deterioration. This rotating system provides attention to every zone in the city in a structured, consistent cycle.

In 2024, after Precision Concrete Cutting assessed uneven sidewalks in the two zones, in the Millbrae Meadows and Highlands neighborhoods (Zones 2 & 6 of Figure 1). The Public Works Engineering Division, in collaboration with Precision Concrete Cutting, has developed a schedule (see Figure 2 below) to mitigate tripping hazards and improve public walkways in these zones.

Upcoming Sidewalk Maintenance Schedule


To ensure all neighborhoods receive timely sidewalk repairs, the City follows a structured five-year rotation. Each year, two zones undergo assessment and remediation for sidewalk tripping hazards. 

To complete this project, we have divided up sidewalk repairs by fiscal year and placed them into 10 distinct zones. Phased repairs of sidewalk uplifts by fiscal year are as follows: 

  • FY 2025/26: Zones 5, 6, & 9 
  • FY 2026/27: Zones 3 & 4
  • FY 2027/28: Zones 1, 7, & 8
  • FY 2028/29: Zone 10
  • FY 2029/30: Zones 2

Construction has begun on October 13, 2025, for FY 2025/26. Prevision Concrete Cutting will complete the repairs in the following order:

  1. Zone 6 (8 days of work)
  2. Zone 9 (3 days of work)
  3. Zone 5 (7 days of work)
