City Clerk Services
The goal of the City Clerk's office is to keep the public informed regarding the business of the City and to ensure opportunities for public participation in local government. The City Clerk performs various services for the City of Millbrae and provides administrative support to the City Council and City Manager. In addition, record and maintain official records, such as City Council meeting minutes, agendas, resolutions, and ordinances.
The City Clerk acts as the elections official for the local municipal election and the compliance officer for federal, state, and local statutes, including the Political Reform Act, the Brown Act, and the Public Records Act. The City Clerk manages public inquiries and relationships and arranges ceremonial and official functions.

In accordance with Millbrae Municipal Code Section 1.05.030 (F), any recipient of an Administrative Citation may contest that there was a violation of the Millbrae Municipal Code or that they are the responsible party by completing a request for hearing form and returning it to the city within fifteen (15) calendar days from the date of receipt of the Administrative Citation, together with an advance deposit of the fine or notice that a request for an advance deposit hardship waiver has been filed pursuant to subsection (G) of Millbrae Municipal Code Section. Any administrative citation fine which has been deposited shall be refunded if it is determined, after a hearing, that the person charged in the administrative citation was not responsible for the violation(s) or that there was no violation(s) as charged in the administrative citation.

The City Clerk serves as the elections official and is responsible for all local candidate filings, the issuance and acceptance of nomination papers, City measures, and publication of all legal notices as well as campaign and conflict of interest filings required by the Fair Political Practices Commission.

Any attendees who require special assistance, a disability-related modification, or language assistance in order to participate in a publicly noticed meeting should contact the City Clerk's Office at 650-259-2373 or 650-259-2414. Notification 48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to the meeting.

The purpose of Proof of Life (also known as a Life Certificate) is to verify that a person is alive. These documents qualify individuals for pensions and other beneficiaries from a foreign government/institution. The City Clerk's Office provides this service through appointments to Millbrae residents. At the time of the appointment, please bring the Proof of Life/Life Certificate form, and an unexpired government issued identity document (driver's license, passport, etc.).
To file a claim against the City of Millbrae, you must fill out the claim form as required under California Government Code sections 905 and 915. Instructions for filing a claim are on the second page of the form.
