The City of Millbrae invites licensed contractors to submit the name of their company for inclusion on the City of Millbrae’s list of qualified bidders for the year. In previous years, contractors were required to sign up online via the city’s website. This year, the City of Millbrae has contracted with Colbi Technologies to provide a web-based process for submitting to their CUPCCAA (also known as UCA) list called Quality Bidders.

For your information, the City of Millbrae follows the CUPCCA (California Uniform Public Construction Cost Accounting Act) bidding process. For more information on CUPCCA, please see below:
(a)Public projects of sixty thousand dollars ($60,000) or less may be performed by the employees of a public agency by force account, by negotiated contract, or by purchase order. (b) Public projects of two hundred thousand dollars ($200,000) If all bids received are in excess of two hundred thousand dollars ($200,000), (c) the governing body of the public agency may, by adoption of a resolution by a four-fifths vote, award the contract, at two hundred twelve thousand five hundred dollars ($212,500) or less, to the lowest responsible bidder, if it determines the cost estimate of the public agency was reasonable.
