Amendment to the Municipal Code Regarding Water Charges

On March 25, 2013, the City of Millbrae sent out a letter advising of a recent Council action that amended the City's Code to require that all water service accounts be in the name of the property owner.  Below is a list of frequently asked questions.

Why did I receive this letter?
The City of Millbrae is advising you of a recent Council action adopting an ordinance that amends the Millbrae Municipal Code Section 8.05.0660, titled Monthly Water Charges. This amendment requires that all water service accounts be in the name of the property owner and clarifies that the property owner is responsible for payment. A property owner may authorize, in writing, that the water and sewer bills be sent to a second party, such as a property tenant, however the property owner remains responsible for any amounts due.

When did this amendment to the Municipal Code go into effect?
March 14, 2013

I’m the property owner and I live on the property. There is no tenant. Do I need to take any action?
No action is necessary.

I'm a condominium owner and the Home Owner's Association pays the water bill.  Do I need to take any action?
No.

How do I authorize a second party to receive the water and sewer bill?
You may authorize a second party to receive the bill by filling out the form that was sent along with the March 25, 2013 letter. The form is titled, Property Owner Letter of Authorization to Open Utility Account.

Water service is already in the tenant’s name. Do I need to take any action as the property owner?
If you authorize tenant to continue service in their name, you must fill out the attached form and submit it to the City of Millbrae, the tenant does not need to take any action. If you don’t authorize the tenant to continue service in their name, the tenant must close their account and you must open a water and sewer account in your name.

I want water service in the tenant’s name understanding that I am responsible. What do I need to do?
You must fill out the Property Owner Letter of Authorization to Open Utility Account and the tenant must complete an application for water services.

Will there be changes to the billing cycle?
No. Water and sewer bills will continue to be mailed out every other month.
