Millbrae City Council Meeting Recap for May 12, 2020
Per Governor Gavin Newsom's Executive Order N-29-20 and the March 16, 2020, Order of the Health Officer of San Mateo County directing all individuals living in the County to shelter at their place of residence, the Governor has allowed local legislative bodies to hold public meetings via teleconference and to make public meetings accessible telephonically or otherwise electronically to all members of the public seeking to observe and to address the local legislative body or state body to avoid public gatherings, and has suspended all contrary provisions of the Brown Act. This meeting was held via video conference.
The City established a temporary email address citizens used to email comments for public communication or for agenda items. All public comments sent before the City Council meeting were read aloud during the meeting. The City Clerk read all email comments, provided that the reading did not exceed three (3) minutes, consistent with the time limit for speakers at a Council meeting. The email comments submitted became part of the record of the Council meeting.
Following the Pledge of Allegiance, the Millbrae City Council presented and Mayor Reuben Holober summarized the following proclamations:
- Commendation Thanking the Millbrae Rotary Club for Donation of Masks, PPE and Funds related to the COVID-19 Pandemic
- Proclamation Proclaiming the Month of May as Older Americans Month
- Proclamation Proclaiming the Month of May as Asian American and Pacific Islander Heritage Month
- Proclamation Proclaiming May 17 – 23, 2020 as National Public Works Week
The City Council unanimously approved, with a vote of 5-0, items 6 and 7 on the consent calendar.
Item 6 – Resolution awarding a construction contract to K.J. Woods, Inc. for the 2020 Larkspur Sanitary Sewer Improvement Project in the amount of $1,088,000 and authorizing the City Manager or his designee to execute the subject contract and contract change orders up to the project contingency amount of $163,000.
Item 7 – Adopt resolution authorizing the City Manager or designee to execute the fourth addendum to the agreement for professional services with Group 4 Architecture, Research, and Planning, Inc. and amend the scope of work to include design-build support services through the design and construction phases of the project and increase the not-to-exceed amount to $1,411,174.
Item 5 – Reject all bids for the Millbrae Transit Center to Spur Trail Connection Gap Closure Project - was removed from the City Council meeting agenda.
Item 8 – Ordinance adding Article XXXI "Development Impact Fees" to Title 10, Chapter 10.5 of the Millbrae Municipal Code – will be continued to the May 26, 2020, City Council meeting.
Under new business, the City Council directed the City Manager to revise the letter to the California High-Speed Rail Authority opposing portions of its 2020 Business Plan (item 9). The City Manager will incorporate comments from the public and City Council into the new letter, and resubmit it to the City Council for approval at the May 26,2020 Council meeting.
