City Council Meeting Recap for July 23, 2019

Following the Pledge of Allegiance, Peninsula Clean Energy presented some of the benefits of membership to the Millbrae City Council. Through PCE, Millbrae residents will save $389,000 this year compared to PG&E rates. In addition, 11.1 million (projected) pounds of greenhouse gas emissions will be avoided in 2019 compared to PG&E.

The Millbrae City Council unanimously approved, on a 5-0 vote, the following consent items:

Item 5 - Resolution authorizing the City Manager or designee to sign professional service agreements with thirteen (13) on-call engineering firms in a total amount not to exceed $7,000,000 for a three year base term, with an option to exercise two (2) one-year options to extend the contracts with a total amount not to exceed $2,000,000 per option year.

Item 6 - Approval of Broadway Street Closures (Meadow Glen to La Cruz) and staff fee waiver for Millbrae Art and Wine Festival on August 30, 2019 and September 1, 2019.

Item 8 - Appointment to the Community Enhancement Advisory Committee.

Item 9 - Resolution awarding a construction contract to D. W. Nicholson Corporation for the FY 2018-2019 Water Pollution Control Plant Improvements Project.

Item 10 - Resolution awarding a construction contract to Southwest Construction and Property Management for the Dewatering Building Roof Repair Project.

Item 12 - Adopt a resolution authorizing the City Manager to execute the first addendum to the agreement with CPS HR Consulting for a classification and compensation study to extend the term through September 30, 2019 and increase the compensation by $1,280 from $56,645 to $57,925.

Item 13 - Resolution supporting the Transportation Development Act Article 3 (TDA Article) Pedestrian and Bicycle Program Grant application for the San Anselmo Green Infrastructure, Safe Routes to School and Bikeway Improvements Project and committing to $300,000 in matching funds.

Item 11 was removed from the agenda. Consent calendar items 7 and 14 were removed for further discussion and public comment.

Item 7 - An ordinance amending Chapter 5.95 "Smoking Control" of Title 5 of the Millbrae Municipal Code to prohibit smoking in multi-unit residential housing and provide for regulating outdoor smoking in the vicinity of such units and outdoor spaces. City staff will develop FAQs  regarding the ordinance. Item 7 passed unanimously, on a 5-0 vote, to waive the second reading and enact the ordinance.

Item 14 - Approval of street closures and staff fee waivers for the Mid-Autumn Festival on September 2, 2019 and approval of street closures for Beats and Brews on Broadway on September 12, 2019. City staff noted that local merchants on Broadway have been contacted regarding street closures for these events. Following public comment, item 14 passed unanimously on a 5-0 vote.

Under public hearing, the Millbrae City Council received a staff report and public comment on the final map for the Gateway at Millbrae Station project. The City Council approved, on a 5-0 vote, item 15 - Resolution approving final map for the Gateway at Millbrae Station Project located at 200 North Rollins Road and the subdivision improvement agreement.

Under existing business, the City Council approved, on a 5-0 vote, item 16 - Adopt a resolution authorizing the Mayor to execute a purchase and sale agreement with, and grant deed in favor of, the San Francisco Bay Area Rapid Transit District and authorizing the commitment of funds to the Millbrae Recreation Center Restoration Project.

Under new business, following a presentation on the City’s Green Infrastructure Plan, the City Council approved the continuation, to the September 10th City Council meeting, of item 17 - Informational report on Green Infrastructure Plan in accordance with municipal regional permit requirements and approve, by motion, the City’s Green Infrastructure Plan.

Under new business, the City Council approved, on a 5-0 vote, item 18 - Adoption of a resolution to form a friendship city relationship with Suizhou, China.
