Millbrae City Council Meeting Recap for June 25, 2019
On Tuesday, June 25th, the Millbrae City Council hosted its second meeting of the month.
Following the Pledge of Allegiance, the Millbrae City Council recognized and honored commissioners and committee members who achieved milestone years for their service to the people and businesses of Millbrae. Those honored were:
> Ann Kirkbride, for serving 40 years on the Community Enhancement Advisory Committee;
> Tom Dawdy, for serving 25 years on the Sister Cities Commission;
> Mimi Lin, for serving 15 years on the Senior Advisory Committee;
> John Cesario, for serving five years on the Economic Vitality Advisory Committee;
> John Keefer, for serving five years on the Parks and Recreation Commission;
> Julie Turner, for serving five years on the Parks and Recreation Commission;
> Christopher J. Del Nagro, for serving five years on the Parks and Recreation Commission.

The Millbrae City Council presented a proclamation proclaiming the month of July as National Parks and Recreation Month. This proclamation was presented to recognize the vital importance of parks and recreation programs to the City of Millbrae.
The City Council unanimously approved, on a 5-0 vote, the following consent items:
Item 6 - Resolution accepting the Hillcrest Basin Sewer Rehabilitation Project as complete and filing of notice of completion;
Item 7 - Reject, by motion, the two bids received for the fiscal year 2018 - 2019 Water Pollution Control Plant Improvements Project;
Item 8 - Resolution authorizing the city manager or designee to (1) exercise the two remaining one-year contract options to the agreement for professional services with Stepford, Inc. for information technology support and related services in an amount not-to-exceed $150,000 per year for base services, (2) issue addenda in an aggregate amount not-to-exceed $50,000 per year for additional services over the two option periods for the period of July 1, 2019 – June 30, 2021, (3) authorize purchases of software, hardware and related technology items from Stepford, Inc. in a total amount not-to-exceed $100,000 per contract year.
The City Council requested that Item 5 – Appointments to City Commissions and Committees – be pulled from the consent calendar for discussion. The City Council agreed not to appoint an alternate to the Parks and Recreation Commission since an ordinance amendment would be required to do this and an alternate is not needed. The City Council unanimously approved Item 5, by a 5-0 vote, as amended.
During the public hearing, the City Council received a staff update and voted on Item 9 – waive the first reading and introduce an ordinance amending Chapter 5.95 “Smoking Control” of Title 5 of the Millbrae Municipal Code to prohibit smoking in multi-unit residential housing and provide for regulating outdoor smoking in the vicinity of such units and outdoor spaces. The Council agreed to some changes such as banning medical marijuana and vaping, clarification re smoking on sidewalks and an effective date of January 1, 2020. The City Council voted unanimously, on a 5-0 vote, to approve Item 9 as amended.
During new business, the City Council received an informational report on Item 10 – the development of a data center at the City Aviador Storage Yard. The City will issue a request for proposals (RFP) to solicit interest from experienced data center developers, designers and operators to partner with the City to develop the site into a regional data center.
During new business, the City Council received a staff update and voted on Item 11 - consider formation of a City Council ad-hoc subcommittee to address opportunities for economic development and a strategic alliance with the San Francisco International Airport (SFO). The City Council voted unanimously, on a 5-0 vote, to approve Item 11. Mayor Wayne Lee and Councilwoman Gina Papan were appointed to the ad-hoc sub-committee.
