City Council Meeting Recap for September 25, 2018
On Tuesday, September 25, the Millbrae City Council hosted its second meeting of the month.
Following the Pledge of Allegiance, the Millbrae City Council presented a proclamation to Central County Fire recognizing the week of October 7-13, 2018, as Fire Prevention Week. This year’s theme is Look, Listen and Learn. Look for where fires can start. Listen for your fire detector. Learn two ways out of your house in case of a fire. Following the proclamation, Peninsula Health Care District gave a presentation on their services to Millbrae and the future Peninsula Wellness Center.
By a 5-0 vote, the City Council unanimously approved the following consent items:
- Item 6 - Approval of a Rental Fee Waiver Totaling $139 for the Central Park Picnic Sites for the Monster March Event on October 13, 2018
- Item 7 - Adopt Resolution Authorizing the Interim City Manager or Designee to Execute a Professional Services Agreement with CPS HR Consulting for a Comprehensive Classification and Compensation Study Not to Exceed $56,645.00 for the Period October 1, 2018 through June 30, 2019
Items 5 was pulled from consent for further discussion.
For item 5, the City Council requested clarity on funding for the Millbrae Recreation Center. The building’s insurance policy has been resolved. The current dispute with the insurance provider is regarding the reimbursement of expenses and loss of revenue during the period of loss. Item 5 approved unanimously. The 2017 – 2018 preliminary year end budget report and adoption of a resolution (1) amending the adopted five-year capital plan for fiscal years 2019 through 2023 with minor corrections and roll forward of incomplete projects from fiscal year 2017 – 2018 and (2) authorizing purchases of vehicles and equipment included in the fiscal year 2019 Capital Budget and Capital Plan was approved unanimously by the City Council.
Item 8 - Update on the Millbrae Recreation Center restoration. Group 4 hosted its second design options workshop last week. This workshop helped identify design option likes and dislikes from more than 900 respondents. Over the next few months, they will combinie the most well-liked designs to develop a semi-final conceptual design.
Items 9 and 10 – In September of 2016, the City Council restructured the City's commissions and committees. As part of the process, work plans were created for all commissions and committees that align with the City Council’s goals. The adoption of work plans is relatively new for the commissions and committees.
The City Council unanimously approved the adoption of item 9, the fiscal year 2018-2019 Sister Cities Commission work plan.
The City Council unanimously approved the adoption of item 10, the fiscal year 2018-2019 Senior Advisory Committee work plan.
Item 11 – The City Council unanimously approved a resolution approving a new records and information management program policy and retention schedule. The current record retention policy was adopted in 1980. Our technology has changed dramatically since then and we need to adopt a modern policy that builds upon electronic document management.
Item 12 – The City Council unanimously authorized approval of a contract and scope of services with New City America for the formation of a business improvement district in Millbrae’s downtown and central business district.
