Millbrae City Council Meeting Recap – May 22, 2018

On Tuesday, May 22nd, the Millbrae City Council met for its regular meeting. 

Following public comment, the City Council unanimously approved awarding a construction contract to Granite Construction to begin road repaving work on the Old Bayshore Highway and Rollins Road. Granite will remove and replace 4,500 linear feet of roadway asphalt pavement, install new Americans with Disabilities Act compliant curb ramps, and realign storm drains to improve drainage along Old Bayshore.

The City Council voted unanimously to adopt new uniform public construction cost accounting procedures. Prior to approval, the City was required to follow a formal bidding and advertising process for all public works projects exceeding $5,000.

Under the new procedures, projects of $45,000 or less can be performed by negotiated contracts and purchase orders. Projects above $45,000, up to $175,000, will require an informal bidding process using a qualified contractors list. Public projects over $175,000 will require a formal bidding process similar to the process formally used. The new procedures were adopted to expedite contracting for small public projects, and reduce the time and administrative resources required to process formal bids.

Under existing business, the City Council heard from staff on a draft ordinance to regulate short-term residential rentals. Working with the City’s attorney, the draft ordinance aims to address community concerns by setting up robust permitting and enforcement requirements for homeowners looking to use their residential units for short-term rentals.

Currently, short-term residential rentals are banned in the City. This ordinance will work to regulate the 200+ units operating illegally in Millbrae through strict permitting processes and a city-wide registry. In addition, law enforcement and code enforcement officials will be given greater access to rented units, allowing for better enforcement.

Following the City Council’s direction, staff will present a revised draft ordinance to the Planning Commission during its June 18 meeting. New ordinance of this kind must be approved by the Millbrae Planning Commission before being voted into law by the City Council. During this time, the draft ordinances will be revised to better meet the needs to Millbrae residents. 

Under new business, the City Council approved a new garbage rate schedule that was proposed by the South San Francisco Scavenger Company (SSF Scavenger). The City first approved a franchise agreement with the SSF Scavenger in 2009, then approved an eight-year extension in 2017. Under the agreement, SSF Scavenger could request a rate increase following a series of CPI adjustments and a rate survey.

Residents who use the 20-gallon and 32-gallon garbage carts will experience a rate increase of 5.69% ($0.94 per month and $1.88 per month, respectively). Commercial yard size containers, compactor service, and debris boxes will experience increases of 4.14%, 4.88%, and 3.49%, respectively. The new rates will go into effect on July 1, 2018.

Deputy City Manager and Finance Director DeAnna Hilbrants led the Council’s first review of the City’s two-year operating and capital budget. Earlier in the year, expenses were expected to run over budget, however, due to staff’s prudent management of expenses and projects, it’s anticipated that fiscal year 2018’s actual operating expenses will not result in a drawdown from reserves. City staff has also carefully reviewed projections for fiscal year 2019 and fiscal year 2020 to bring the budget into balance. A formal budget hearing is scheduled for the June 12, 2018, City Council meeting.
