City Council Meeting Recap

The City of Millbrae City Council met in person at the Millbrae City Council Chambers with remote public participation available via Zoom on Jan. 23, 2024. Below are the results of selected items on the agenda:

CONSENT CALENDAR

Approve, by motion, the usage of the Millbrae Community Youth Center (Scout House) by Happy Hall Schools Inc., for the Millbrae Elementary School District's ELO-P (Expanded Learning Opportunities Program) 5 days a week, for a period from January 24, 2024 to June 1, 2025  – ACTION

The Millbrae City Council voted 5-0 to approve by motion.

Approve by motion, a request from the Pacific Islander Community Partnership for the use of the Recreation Center Art Center, and fee waiver for the Sewing 101 with Project Runway Designer Afa Ah Loo & Pasifika Designer Joleen Ta'ase Workshop on February 9-10, 2024 – ACTION 

The Millbrae City Council voted 5-0 to approve by motion.

Waive the Second Reading and Adopt an Ordinance Amending Ordinance 791 of the City of Millbrae, Chapter 6.45 Regulating Mandatory Organic Waste Disposal Reduction to Remove Collection Frequency Waiver in Chapter 6.45.040 – ACTION 

The Millbrae City Council voted 5-0 to waive the second reading and adopt the ordinance. 

Adoption of a Resolution Awarding a Contract to Champion Cleaning Specialists Inc. for the 2024 Sanitary Sewer Mains Cleaning and Inspection Project – ACTION 

The Millbrae City Council voted 5-0 to adopt the resolution.

PUBLIC HEARING 

Adopt a citywide Vehicle Miles Traveled (VMT) Thresholds and Screening Policy establishing VMT as the metric for conducting transportation impact analysis for the purpose of environmental review under the California Environmental Quality Act (CEQA) to comply with the requirements of Senate Bill No. 743 – ACTION 

The Millbrae City Council voted 5-0 to adopt the policy. 

EXISTING BUSINESS

Millbrae Homelessness Engagement Local Program (H.E.L.P.) Quarter 4 Update – ACTION 

The Millbrae City Council voted 5-0 to accept the update. 

Adoption of a Resolution Awarding a Construction Contract to Bayside Stripe & Seal, Inc. for the 2023 Traffic Calming Improvements Project – ACTION

The Millbrae City Council voted 5-0 to adopt the resolution.

Adoption of a Resolution (1) Authorizing an Amendment to the Agreement with Moffat & Nichol to Add Engineering Services During Construction for the 2023 Near Shore Outfall Restoration Project; (2) awarding a Construction Contract to Disney Construction; (3) authorizing the City Manager or designee to execute Task Order No. 3 with Ghirardelli Associates for Construction Management services; and (4) establishing a 15% project contingency budget for the 2023 Near Shore Outfall Restoration Project – ACTION 

The Millbrae City Council voted 5-0 to adopt the resolution.

NEW BUSINESS

Waive the First Reading and Introduce an Ordinance Amending and Restating Chapter 6.04 of Title 6 of the Millbrae Municipal Code Regarding Animal Control – ACTION 

The Millbrae City Council voted 5-0 to waive the first reading and introduce the ordinance. 

Adoption of a Resolution Awarding a Construction Contract to Loral Horticultural Services of San Mateo, California for the Millbrae Drought Tolerant Landscaping Project – ACTION

The Millbrae City Council voted 5-0 to adopt the resolution.
