Pursuant to the Ralph M. Brown Act, THIS MEETING WILL BE HELD BOTH IN-PERSON and VIRTUALLY pursuant to limitations prescribed by State law. If a technical issue arises with Zoom or the phone dial-in option, the City Council meeting will continue unless the meeting is being held pursuant to the provisions of Assembly Bill 2449 for elected officials. To maximize transparency and public access, while the primary meeting takes place in the Millbrae City Council Chambers location, members of the public may attend in person at the Millbrae Council Chamber, at the teleconference location by Zoom or by phone. The meeting will be broadcast live on the Millbrae Community Television Cable Channel 27 or on www.mctv.tv.

Members of the public are encouraged to provide comments. To maximize time for public comment, speakers are subject to a 3-minute time limit unless otherwise determined by the Mayor.

PUBLIC COMMENT: In person speakers will be called first, followed by any virtual attendees.

PUBLIC COMMUNICATION

Reserved for persons wishing to comment on any item not appearing on the agenda.  Public Communication is limited to no more than thirty (30) minutes, with each speaker given no more than three (3) minutes. If more than ten (10) speakers are present, speakers’ time shall be reduced so that all speakers have an equal time to speak. Although we welcome and encourage public communication, the views or information presented by the speakers are not necessarily the views of the Council or the members of the public in Millbrae.

5.         Receive and File Monthly General Fund Financial Report for the Period Ending May 31, 2023 – INFORMATIONAL  

6.         Adoption of a Resolution of the Millbrae City Council Establishing the Appropriations Limit for Fiscal Year 2023-2024 – ACTION

7.         Adoption of a Resolution Authorizing the City Manager or designee to (1) Execute an Amendment to the contract with Stepford, Inc. to add two one-year options and exercise such options for information technology support and related services in an amount not to exceed $150,000 per year for base services and an amount not to exceed $50,000 per year for additional services over the two option periods for the period of July 1, 2023 – June 30, 2025; (2) Authorize purchases of software, hardware and related technology items from Stepford, Inc. in a total amount not to exceed $150,000 per contract year; (3) Increase the current Fiscal Year 2022-2023 authorization for the purchase of software, hardware, and related technology items from Stepford, Inc. in a total amount not to exceed $150,000; and (4) Execute necessary agreements or addenda – ACTION   

8.         Waive the Second Reading and Adopt an Ordinance Amending the Millbrae Municipal Code Chapter 2.10.070 Regarding Membership on the Parks and Recreation Commission – ACTION

9.         Council Consideration to Recess for the Month of August 2023 – ACTION

10.       Adoption of a Resolution Authorizing the City Manager to Execute an Agreement with Environmental/Justice Solutions in the amount not to exceed $185,000 for the development of a Social Equity Plan – ACTION

11.       Adoption of a Resolution Authorizing the Mayor to Execute License Agreement for 101 Express Lanes Toll System Facilities within the City of Millbrae’s Right of Way – ACTION

PUBLIC HEARING

NOTICE TO THE PUBLIC:  Persons who wish to speak on matters set for PUBLIC HEARING will be heard when the presiding officer calls for comments from those persons who are in support of or in opposition thereto.  After oral testimony has been given, the hearing is closed unless continued to another time, and brought to Council level for discussion and action. Normally no further oral testimony is permitted unless requested and allowed by the Council.

13.       Approve by motion, the Multi-jurisdictional Electric Bicycle Sharing Program Additions and Removal of Corral Locations, Provide City Manager or Designee Authority to Add or Remove Corrals. Designate Spur Trail as No Ride Zone and Receive an Update on Usage – ACTION
