If technical issues arise with Zoom or the phone dial-in option, the Planning Commission meeting will continue unless the meeting is being held pursuant to the provisions of Assembly Bill 2449 for appointed Commissioners. NOTICE TO THE PUBLIC: Persons who wish to speak on matters set for PUBLIC HEARING will be heard when the presiding officer calls for comments from those persons who are in support of or in opposition thereto. After oral testimony has been given, the hearing is closed unless continued to another time, and brought to Planning Commission level for discussion and action. Normally no further oral testimony is permitted unless requested and allowed by the Planning Commission.
4a. 254 Loyola Drive (APN #024-292-290): A public hearing on a DESIGN REVIEW PERMIT application to allow a 615 sf rear second-story addition, and a 350 sf rear lower floor addition, to an existing two-story residence and a CONDITIONAL USE PERMIT application to extend the existing nonconforming upper story side setback, in the Single-Family Residential (R-1) Zoning District – ACTION
The project is categorically exempt pursuant to CEQA Guidelines Section 15301(e) Additions to existing structures provided that the addition will not result in an increase of more than:
(1) 50 percent of the floor area of the structures before the addition, or 2,500 square feet, whichever is less; or
(2) 10,000 square feet if:
(A) The project is in an area where all public services and facilities are available to allow for maximum development permissible in the General Plan and
(B) The area in which the project is located is not environmentally sensitive.

4b. 2040 General Plan Policy Document (General Plan) Land Use Text Amendment: Minor amendment to the General Plan General Commercial land use designation to add clarifying language allowing life sciences, laboratory, technology, biotechnology, or research and development uses for properties located east of Highway 101 and west of Old Bayshore Highway. Life sciences, laboratory, biotechnology, or research and development uses would include Biosafety Levels 1 and 2, and may include Level 3, subject to review and approval of a Conditional Use Permit - ACTION
A General Plan Environmental Impact Report (EIR) was certified in 2022. Pursuant to CEQA Guidelines section 15162: 1) there are no substantial changes proposed in the project which will require major revisions of the previous General Plan EIR due to the involvement of new significant environmental effects or a substantial increase in the severity of previously identified significant effects; 2) there are no substantial changes with respect to the circumstances under which the amendment is undertaken which will require major revisions of the previous EIR due to the involvement of new significant environmental effects or a substantial increase in the severity of previously identified significant effects; and 3) no new information of substantial importance, which was not known and could not have been known with the exercise of reasonable diligence at the time the previous EIR was adopted, shows any of the following:
