Personnel Rules
These Rules and Regulations are established in accordance with Title II, Chapter 2.15, Section 2.15.100 of the Millbrae Municipal Code which constitutes the Personnel Ordinance of the City. In accordance with that ordinance, these Rules and Regulations have been adopted by the City Council.
These Rules and Regulations are intended to implement the personnel system established by means of the ordinance and to ensure that the basic principles and objectives embodied are fulfilled, including by not limited to:
- The establishment of an equitable and uniform procedure for dealing with personnel matters;
- The recruitment to the City service of the most competent personnel available;
- The assurance that appointments of personnel shall be based upon merit and fitness.
Code of Ethics
The proper operation of democratic government requires that public employees be independent, impartial, and responsible to the people. The purpose of this Policy is to establish ethical standards of conduct for all such persons and to direct disclosure by such public officers and employees of private, financial, or other interests in matters affecting the City.
Workplace Harassment Policy
The purpose of this Policy is to define the City's policy and procedures regarding the prohibition of harassment and discrimination and give notice to all employees. As part of the City's continuing efforts to ensure equal employment opportunity and conform with the provisions of Title VII of the Civil Rights Act of 1964, the guidelines issued by the Equal Employment Opportunity Commission, and the regulations issued by the California Fair Employment and Housing Commission, this Policy shall be distributed to all current and future employees.
Social Media Policy
This Policy establishes the guidelines pertaining to the creation, maintenance, and use of the City of Millbrae social media sites and applies to all social media sites maintained by the City.
No Gift Policy
It is the policy of the City of Millbrae that no employee shall accept any form of gift connected with their employment. To avoid a conflict of interest, the appearance of a conflict of interest, or the need for our employees to examine the ethics of acceptance, our organization and its employees do not accept gifts from vendors, suppliers, customers, potential customers, potential vendors or suppliers, or other individuals or organizations under any circumstances.

The City of Millbrae, California, is committed to the principles of electronic privacy and protecting your online privacy and the confidentiality of personal information you may provide while interacting with us online. This privacy policy applies to any City of Millbrae website and to third-party sites that provide internet-related services for the City of Millbrae under contract.
