Project Description
The applicant proposes to demolish all existing structures and construct a new five-story, 263,042-square-foot life sciences building with below and above-grade parking. The project entitlement applications include a Design Review Permit, Conditional Use Permit, Parcel Map, Site Development Plan, and Minor Modification to the MSASP. The Conditional Use Permit would allow a biosafety level 2 use within the Transit-Oriented Development (TOD) zone of the Millbrae Station Area Specific Plan (MSASP).

Environmental Review
The City of Millbrae (City) is the lead agency for review of the proposed project under the California Environmental Quality Act (CEQA). The proposed project is within the scope of the certified Millbrae Station Area Specific Plan Update and Transit-Oriented Development Number 1 and Number 2 Final Environmental Impact Report (MSASP FEIR)2 pursuant to Section 15168(c) of the CEQA Guidelines. In addition, the proposed project would not have any new or substantially more severe significant environmental impacts than disclosed in the MSASP FEIR (including the Addendum thereto) and no further environmental review is required pursuant to Section 15168 of the CEQA Guidelines.
