The Planning Commission consists of five members appointed by the City Council and serve at the Council's pleasure, none of whom shall hold any paid office or employment in the City government.  No Commissioner may be appointed to or serve concurrently on more than one commission or committee established by ordinance or resolution of the City Council a the same time.  Each member shall serve for a term of four years and must be a qualified elector of the City.  Time of service shall not exceed three four-year terms. 

The Commission meets on the first and third Mondays of each month, but may hold additional meetings. Regular Meetings are conducted in the Council Chambers, 621 Magnolia Avenue, Millbrae, at 7:00 p.m.

Planning Commission Work Plan FY '17-'18 

Ordinance No. 761 Amending Ch. 2.10 of Title 2 Commissions and Boards 09-27-16

The duties and responsibilities of the Planning Commission are granted to it by ordinance or resolution of the City Council and includes such additional powers and authority as may be provided for by the laws of the State of California.

The Commission reviews and makes recommendations to the City Council on the following:

  1. Amendments to the Millbrae General Plan, the comprehensive long-term vision for physical development of the city;
  2. Amendments to the Millbrae Station Area Specific Plan, the plan for mixed -use, transit-oriented redevelopment around the BART station;
  3. Amendments to the Zoning Ordinance, the detailed regulations for use and development of private property;
  4. Proposals to rezone private property;
  5. Amendments to the Subdivision Ordinance, the detailed regulations for subdividing private property;
  6. Proposals to subdivide property into 5 or more parcels; and
  7. Amendments to the Sign Ordinance, the detailed regulations for all types of permanent and temporary signs on private property.

The Commission reviews and acts upon the following:

  1. Proposals to develop/redevelop large/complex projects;
  2. Proposals to subdivide private property;
  3. Proposals to construct or modify a new building or home (Design and Review);
  4. Proposals to construct certain business signs or establish a Master Sign Program;
  5. Proposals to deviate from standard requirements (Use Permits, Variances, and Exceptions);
  6. Environmental Impact Reports, Negative Declarations, and other documentation required under the California Environmental Quality Act; and
  7. Consideration of various special studies and reports.
